Chapter 6: The Pais Patents

6. The Pais Patents: Navy's Complete Technology Chain

6.1 Salvatore Cezar Pais

Salvatore Cezar Pais, assigned to the US Department of the Navy (NAVAIR), filed a series of four patents between 2015 and 2018 that collectively describe the complete technology chain for orb weapons — from plasma confinement to spacetime manipulation. The patents are remarkable not only for their technical content but for what they reveal about the Navy's strategic approach to intellectual property: publishing the physics while withholding the hardware details.

6.3 The Plasma Compression Fusion Device (PCFD)

The PCFD patent [Pais_PCFD_2018] describes the orb's power source. Key claims from US20190295733A1:

"Utilizes controlled motion of electrically charged matter via accelerated vibration and/or accelerated spin subjected to smooth yet rapid acceleration-deceleration-acceleration transients to generate extremely high energy/high intensity electromagnetic fields. These fields not only confine the plasma core but also greatly compress it."

The PCFD describes the same physics as the FRC — a compact toroidal plasma confined and compressed by electromagnetic fields — but frames it in terms of vibration and spin transients, which is the engineering mechanism for achieving the magnetic field configuration. The patent's abandonment is assessed as evidence that the technology transitioned to classified status (the CFR program), not that the concept failed.

6.4 The High Frequency Gravitational Wave Generator (HFGWG)

The HFGWG patent [Pais_HFGWG_2017] describes the orb's spacetime manipulation mechanism. From US10322827B2 and SAE paper 2017-01-2040:

"Generate high power/high frequency gravitational waves (HFGWs) by high frequency accelerated axial rotation (spin) and/or accelerated high frequency vibration of an electrically charged, possibly asymmetric structure."

"Within the context of non-equilibrium thermodynamics, namely far-from-equilibrium physics, highly non-linear in nature."

"Controlled motion of charged matter under rapid acceleration transients may enable macroscopic quantum coherence, namely possible quantum mechanical behavior of macroscopic objects."

"The accelerated vibration and/or spin of charged matter may generate high power/high frequency gravitational waves which can be used in a variety of applications, such as advanced field propulsion, namely the design of a workable space drive."

The HFGWG uses the Gertsenshtein effect: gravitational wave production by propagating electromagnetic radiation through strong magnetic fields. This is the theoretical basis for spacetime manipulation using plasma — the same mechanism described in the Trivergence Protocol.

6.5 The Inertial Mass Reduction Device

The inertial mass reduction patent [Pais_InertialMass_2016] describes how the orb achieves impossible kinematics — the instantaneous acceleration, trans-medium travel, and absence of sonic booms reported in UAP encounters. The patent describes a resonant cavity craft that extracts vacuum energy to reduce inertial mass, enabling maneuvers that would be structurally impossible for a conventional vehicle.

6.6 The Complete Technology Chain

The Complete Chain: The Pais patents describe the full orb weapon system:
  1. Electromagnetic Field Generator (2015) → generates EM fields for plasma confinement
  2. Inertial Mass Reduction Device (2016) → reduces craft mass using vacuum energy → enables impossible kinematics (no sonic boom, high-g acceleration)
  3. High Frequency Gravitational Wave Generator (2017) → generates gravitational waves via Gertsenshtein effect → spacetime manipulation = Trivergence
  4. Plasma Compression Fusion Device (2018) → confines and compresses plasma core → compact fusion = orb power source

6.7 The Trivergence Connection

The correspondence between the Pais HFGWG and the Trivergence Protocol is exact:

Pais HFGWG PatentTrivergence Protocol
"Accelerated vibration and/or spin of charged matter""Three rapidly rotating plasma toroids"
"Macroscopic quantum coherence""Quantum entanglement"
"Quantum mechanical behavior of macroscopic objects""Spacetime manipulation"
"Advanced field propulsion / workable space drive""Engineering of a traversable wormhole"

Both describe the same mechanism: controlled motion of charged matter (plasma) → quantum coherence → spacetime effects. The Pais patent is the patent-level description of the Trivergence Protocol's physics.

6.8 Why the PCFD Was Abandoned but the HFGWG Was Granted

The differential treatment of the four patents reveals a strategic classification pattern:

  • PCFD (plasma fusion) — Abandoned: The plasma compression fusion device may have been abandoned because the technology transitioned to classified status (the CFR program). Publishing the hardware details would compromise the classified program.
  • HFGWG (gravitational waves) — Granted: The gravitational wave patent describes the physics without revealing the hardware. The Gertsenshtein effect is well-known in theoretical physics; the patent claims the engineering application without specifying the plasma configuration that would actually produce the effect.
  • Inertial Mass Reduction — Granted: Same rationale — the vacuum energy physics is published; the resonant cavity hardware is not detailed.

6.9 The TAE Technologies C-2W Connection

TAE Technologies' C-2W (Norman) device [TAE_C2W_2024] represents the commercial/open-science mirror of the classified orb program. As the world's largest compact-toroid device, C-2W has achieved:

  • Electron temperature: Te > 500 eV
  • Total temperature: Ttot > 3 keV
  • Sustained duration: 30–40 ms
  • Trapped poloidal magnetic flux: ~16 mWb
  • Near-unity plasma beta: β ≈ 1
  • Google machine learning framework for experimental optimization
  • Active plasma control system

From the APS DPP 2024 presentation (S. Dettrick): "The FRC has near unity plasma beta. This implies low magnetic field in the plasma, low synchrotron radiation, and the ability to operate at high temperature, making the FRC uniquely capable of burning advanced fuels such as D-3He or p-11B." The presentation explicitly identifies C-2W as "an ideal test bed to explore physics and technology in preparation for an aneutronic p-11B Fusion Pilot Plant."

Assessment: TAE's C-2W is the open-science baseline for the classified orb program. The FRC plasma, β ≈ 1, p-B11 fuel, NBI heating, and Google ML optimization are all mirrored in the classified programs. TAE's published results (3 keV, 40ms, β ≈ 1) are referenced by China's CAE paper, creating an international technology transfer pathway through open scientific literature.
