4. The Russian Continuum: Avramenko to Stupitskiy

4.1 Soviet Plasmoid Research (1960s)

Russian interest in plasmoid physics predates the US MARAUDER program by more than two decades. The earliest documented Soviet plasmoid research in the US intelligence record is DTIC document AD0678694, "Investigation of Plasmoids (Selected Articles)" [DTIC_AD0678694], a 1965 translation by the Foreign Technology Division (FTD-HT-23-777-67) of Soviet research papers. The document contains studies on plasmoid instability in axially symmetrical magnetic fields, the mechanism of high-energy particle origin in coaxial plasma guns, and the operation of coaxial plasma sources in longitudinal magnetic fields.

A companion document, AD0620822, "Effect of Electrode Geometry of a Coaxial Gun on the Parameters of Plasma Clots," demonstrates that Soviet researchers were systematically optimizing the coaxial plasma gun — the same formation method later used in the US MARAUDER program. The technical continuity between 1965 Soviet plasmoid research and 1988 US MARAUDER experiments is direct and unambiguous.

4.2 Boris Belitsky and the Ogonek Article (April 1995)

The most significant public disclosure of Russian plasma weapons capabilities appeared in the April 1995 issue of Ogonek magazine (No. 16, p. 35), in an article titled "21st Century Weapons — Plasma Shield Able To Protect Entire Planet From Nuclear Threat" [Avramenko1995_Ogonek]. The article was translated by the Foreign Broadcast Information Service (FBIS) and is archived at fas.org/news/russia/1995/tac95060.htm.

The article's author, Boris Belitsky, was a science correspondent for Radio Moscow's English service, described as "one of the best science journalists in Moscow." His career spanned from the 1950s through the 1990s; he interpreted for Yuri Gagarin's BBC interview in July 1961 and presented programs such as "Science and Engineering" on Radio Moscow. Belitsky was described by Radio Netherlands in 1994 as "remarkably candid about the old days."

4.3 Academician Avramenko's Plasmoid Weapon

The Ogonek article featured Academician Ramiliy Avramenko, chief designer of the Scientific Research Institute of Radio Instrument Making and scientific director of Russian plasma weapons development. The article provides the most detailed open-source description of a plasmoid weapon system:

4.3.1 Mechanism

"Focusing beams of electromagnetic energy produced by laser or microwave radiation into the upper layers of the atmosphere." A cloud of highly ionized air arises at the focus, at altitudes up to 50 kilometers. Any object entering this region — a missile, an airplane — "is deflected from its trajectory and disintegrates in response to the fantastic overloads arising due to the abrupt pressure difference between the surface and interior of the flying body."

4.3.2 Key Principle

"The energy aimed by the terrestrial components of the plasma weapon — lasers and antennas — is concentrated not at the target itself but a little ahead of it. Rather than 'incinerating' the missile or airplane, it 'bumps' it out of trajectory." This is a fundamentally different kill mechanism from traditional directed energy weapons: the plasmoid creates an aerodynamic disruption rather than a thermal burn.

4.3.3 Technical Parameters

  • Phased arrays create a spot of powerful (~10 MW) microwave or laser radiation, 1 meter diameter, at 50 km altitude
  • Air density at 50 km: 10⁻⁶/cm³
  • Energy required: 10⁶ Joules to heat 10⁹ cm³ (1,000 grams) to 1,000°C
  • Accounting for losses: ~1 GW power required
  • The resulting "air pockets" and non-uniform air flows break the wing and swirl around the object, causing structural failure
  • The effect is "delivered to the target at the speed of light"

4.3.4 Dual Purpose

"A plasmoid has a dual purpose. Such a unit can be used to 'patch' ozone holes in the atmosphere, and to knock space garbage out of orbit." This dual-use framing — weapons and environmental remediation — mirrors the US pattern of labeling weapons programs as "energy" or "environmental" research.

4.3.5 Tests Conducted

"Our scientific proving ground has already conducted tests in which a projectile flying through plasma discharges was deflected from its normal trajectory and self-destructed." This is a confirmed, tested weapons capability — not a theoretical concept.

Assessment: The Avramenko plasmoid weapon is the Russian precursor to the US orb weapon program. The physics is identical to MARAUDER: a compact toroidal plasma structure created by electromagnetic energy focusing, projected at a target to disrupt aerodynamics. Russia had working tests by 1995 — two years after MARAUDER's first published experiment.

4.4 The "Doverie" (Trust) Experiment

At the Vancouver summit in April 1993, Boris Yeltsin proposed to Bill Clinton a joint US-Russia plasma weapons test called the "Doverie" (Trust) experiment. The parameters were:

  • Location: Kwajelein Atoll (US ABM testing range, Pacific)
  • Cost: $300 million — "four orders of magnitude less than US SDI budget"
  • Russian contribution: "Microwave generators and a few tens of thousands of phased arrays"
  • US contribution: "Electronics and computers, in which it has the lead"

Institutions involved included the All-Russian Scientific Research Institute of Experimental Physics at Arzamas-16 (VNIIEF, a nuclear weapons institute), the Central Institute of Aerohydrodynamics (TsAGI), the Central Scientific Research Institute of Machine Building (TsNIIMash), and the Scientific Research Institute of Radio Instrument Making. Key scientists included Nobel laureate Aleksandr Prokhorov (lasers), RAS President Yuriy Osipov, and Academician Andrey Gaponov-Grekhov (plasma physics).

The status as of the Ogonek article: "Bill Clinton hasn't yet communicated with Boris Yeltsin regarding the 'Trust' experiment." The key insight from the article: "The Russian plasma weapon is based on discoveries in several areas of science that are deeply developed in Russia but have not yet been sufficiently studied in the USA."

4.5 The MAGO/VNIIEF Program

The MAGO program at VNIIEF (Arzamas-16) represented the Russian nuclear weapons laboratory's fusion energy program. From 1992 to 2003, LANL and VNIIEF conducted a collaboration on magnetized target fusion under the cover of nuclear nonproliferation — a program that allowed US scientists access to Russian fusion research while providing a diplomatic framework for engagement with Russian nuclear weapons scientists in the post-Cold War period.

4.6 Avangard: Plasma Stealth Hypersonic

Russia's Avangard hypersonic glide vehicle, deployed in 2018–2019, represents a different application of plasma physics: passive plasma stealth. Flying at Mach 20, the vehicle's surface heats to 1,600–2,000°C, producing a plasma sheath that absorbs electromagnetic radiation, rendering the vehicle invisible to radar.

Putin's March 2018 address revealed: "New composite materials have allowed for coping with the problem of keeping the winged vehicle under control during a prolonged flight amid plasma." The Jamestown Foundation documented that the program originated from the 1980s-era Albatross project, a counter to the US Strategic Defense Initiative, developed by NPO Mashinostroeniya — the same organization responsible for Project 4202, the Avangard precursor.

Avangard's Significance: While Avangard's plasma is passive (generated by atmospheric friction), the plasma management technology — controlling a craft within a plasma sheath, maintaining radio communication through plasma — is directly applicable to orb weapons. Russia solved the "radio waves passing through plasma" problem for Avangard, which is the same problem as communicating with and tracking an FRC plasmoid weapon.

4.7 Stupitskiy: Space-Based Plasma Guns (2019–2020)

The most recent development in the Russian plasma weapons continuum is the work of Yevgeniy Stupitskiy at the Institute of Applied Physics (IAP). According to The Space Review, Stupitskiy's team is developing a "directed-energy weapon that generates donut-shaped blobs of plasma (so-called compact toroids) and accelerates them to high speeds" [Stupitskiy_2019].

The critical findings from this research:

  • The papers "refer to experiments done in the 1990s at the US Air Force's Phillips Laboratory in New Mexico under the name MARAUDER" — direct acknowledgment of the US-Russian technology linkage
  • "Ways have been found to reduce the size of plasma guns enough to consider mounting them on orbiting platforms" — the miniaturization problem has been solved
  • "The main goal of the research is to study the possibility of turning plasma guns into anti-satellite weapons"
  • The plasma waves "could significantly decrease the transparency" of satellite systems — i.e., blind satellite sensors

4.8 The Russian Plasma Weapons Continuum

Russia maintains the most complete plasma weapons ecosystem in the world, spanning three distinct programs over 30+ years:
