ASSESSMENT ASSESSMENT // FRAVOR TIC TAC Also: David Fravor, Fravor Navy Commander, Fravor Tic Tac, Fravor USS Nimitz, Fravor TOPGUN, Fravor VFA-41, Fravor Black Aces, Fravor 2004 encounter

01 Executive_Summary

ASSESSMENT: David Fravor is the Navy Commander who had the MOST FAMOUS UAP ENCOUNTER IN HISTORY — the Tic Tac — on November 14, 2004. Retired Commander, U.S. Navy. Nov 2004: Commanding Officer, VFA-41 (Strike Fighter Squadron 41, 'World Famous Black Aces'). Carrier Airwing Eleven. USS Nimitz (CVN-68). TOPGUN graduate. F/A-18F Super Hornet pilot. ENCOUNTER: Nimitz CSG ~100 miles SW San Diego. USS Princeton (CG-59) Aegis detected 'multiple anomalous aerial vehicles' for 2+ weeks. Objects 'descended from 80,000 feet to 20,000 feet, loitered hours, returned to high altitude.' 'Above 80,000 feet is space.' Training suspended for 'real world tasking.' Found 'whitewater size of Boeing 737.' Above: 'small white Tic Tac shaped object, longitudinal axis N/S, moving very abruptly.' 'No rotors, no rotor wash, no visible propulsion.' 'Size of F/A-18F fuselage. No markings, no wings, no exhaust plumes. Matte finish.' Fravor descended from 15,000 ft, Tic Tac at 12,000 ft. 'Mirrored his movements — it was aware we were there.' When Fravor tried to cut off UAP: 'rapidly accelerated and disappeared.' 'Detected 60 miles away less than a minute later.' 'Four of us watching for roughly five minutes.' ASSESSMENT: 'Well beyond material science and capabilities we had at time, have currently, or will have in next 10 to 20 years.' Testified July 26, 2023 (with Graves + Grusch). CRITICAL: TOPGUN + squadron CO = highest credibility. 80,000 ft/sec = instantaneous acceleration. Whitewater = USO surfaced. 'Aware we were there' = intelligent behavior. No propulsion = not human tech. 4 witnesses. 2 weeks radar detections = persistent activity.
